Project Summary
BEALERT is a project that aims to address the common challenges of seven countries: Italy, Croatia, Slovenia, Montenegro, Albania and Northern Macedonia. These challenges include vulnerability to climate change and risks such as floods, earthquakes and forest fires.
The main objective is to reduce exposure to the risk of climate change in the internal areas of the ADRION IPA, raising awareness and improving the preparation of local communities and risk managers, such as local authorities and civil society organizations. This goal is achieved through a platform that integrates data collection, big data analysis, artificial intelligence, interactive maps and the dissemination of alert messages.
The project introduces innovative solutions, such as the platform and the application BEALERT, with artificial intelligence and interactive maps, to serve local communities and authorities. It also includes capacity building initiatives for local authorities and risk managers, awareness campaigns for stakeholders and increased cooperation among rescuers to improve preparedness and reduce exposure to climate change.
The innovative approach of BEALERT prioritizes emergency response at the local level, facilitating communication, decision-making and community involvement with artificial intelligence forecasts. In particular, with regard to communication, the application BEALERT, compared to a one-way alarm system, will facilitate two-way communication between citizens and rescuers. Integrating technology, risk management and community empowerment, BEALERT aims to strengthen local authorities and safeguard vulnerable communities from the impacts of climate change, promoting resilience through collaboration and resource sharing. Local risk managers will have a tool available to help them make decisions and inform the local population in a timely manner. The information conveyed through the platform will have a local character, different from the information disseminated at the regional level.

Through the BEALERT platform and application, the project aims to reduce exposure to the risk of climate change for local communities, achieving different results. Innovative service solutions tailored to local communities, authorities and risk managers – in particular the BEALERT platform and application with advanced technologies such as artificial intelligence, interactive maps and early warning communication – are adopted by local authorities and risk managers. Their knowledge and skills are enhanced through capacity building initiatives. In addition, their awareness is increased through the dissemination of messages aimed at modifying behavior. Local communities are held accountable because effective early warning systems must actively involve people and communities at risk, facilitate education and risk awareness by public opinion, efficiently disseminate messages and warnings, ensure a constant state of readiness and allow timely action.
As far as the transnational level is concerned, working closely with neighboring countries facing similar risks related to climate change and natural hazards can improve their preparedness and response capacities through joint initiatives, shared resources and mutual support. In this framework, the result of BEALERT will be greater cooperation between emergency actors to improve their preparedness and reduce exposure to climate change in local communities.
